Malacañang suspends July 22 classes, government work in Metro Manila and 10 provinces due to ‘habagat’

Malacañang has declared the suspension of classes at all levels and work in government offices for Tuesday, July 22, 2025, across Metro Manila and 10 other provinces. The decision, outlined in Memorandum Circular No. 89 s. 2025 issued by the Office of the President and published on the Official Gazette, comes upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC) due to continuous heavy rainfall brought by the southwest monsoon (habagat).

The affected areas include:

  1. Metro Manila
  2. Cavite
  3. Batangas
  4. Rizal
  5. Occidental Mindoro
  6. Bataan
  7. Bulacan
  8. Pampanga
  9. Pangasinan
  10. Tarlac
  11. Zambales

The suspension applies to all levels of classes, both public and private, and all government offices within these regions.

However, the circular specifies that agencies responsible for basic, vital, and health services, as well as those with preparedness and response duties, are required to remain operational to ensure the continuity of essential government functions. Non-vital government employees in these agencies may be allowed to adopt approved alternate work arrangements.

Furthermore, the memorandum empowers Local Chief Executives in other regions to implement localized cancellations or suspensions of classes and/or work in government offices, in accordance with relevant laws, rules, and regulations.

For private companies and offices, the decision regarding work suspension is left to the discretion of their respective heads.

The continuous heavy rainfall has led to widespread flooding and prompted the NDRRMC to recommend the suspension to mitigate risks and ensure public safety. Residents in affected areas are advised to remain vigilant and monitor official announcements for further updates.
