MANILA, Philippines – Tropical Storm “Crising” (international name: Wipha) has intensified further and is now moving rapidly towards mainland Cagayan and Babuyan Islands, threatening landfall this afternoon or evening. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued Tropical Cyclone Bulletin No. 12 at 2:00 PM today, July 18, 2025, expanding areas under Tropical Cyclone Wind Signal (TCWS) no. 2.

As of 1:00 PM, the center of Tropical Storm Crising was estimated based on all available data at 135 km East Northeast of Tuguegarao City, Cagayan. Crising now packs maximum sustained winds of 75 km/h near the center, with gustiness of up to 90 km/h, and a central pressure of 992 hPa. It is accelerating, moving North northwestward at 25 km/h. Strong to gale-force winds now extend outwards up to 550 km from the center.

Tropical cyclone wind signal in effect

TCWS No. 2 (Gale-force winds: 62 to 88 km/h expected in 24 hours). This signal poses a minor to moderate threat to life and property. Areas under TCWS No. 2 include:

• The northern and central portions of Abra (Manabo, Pidigan, San Juan, Tayum, Langiden, Boliney, Sallapadan, Bucloc, Lagangilang, Danglas, La Paz, Licuan-Baay, Tineg, Malibcong, Peñarrubia, San Isidro, Daguioman, San Quintin, Dolores, Lagayan, Bangued, Bucay, Lacub)
• The eastern portion of Mountain Province (Natonin, Paracelis)
• The eastern portion of Ifugao (Aguinaldo, Alfonso Lista)
• Ilocos Norte
• The northern portion of Ilocos Sur (Cabugao, Sinait, Magsingal, San Juan, San Ildefonso, Santo Domingo, Bantay, San Vicente, Santa Catalina, Caoayan, City of Vigan, Santa)

TCWS No. 1 (Strong winds: 39 to 61 km/h expected in 36 hours). This signal poses a minimal to minor threat to life and property. Areas under TCWS No. 1 include:

• Quirino
• Nueva Vizcaya
• The rest of Mountain Province
• The rest of Ifugao
• The rest of Abra
• Benguet
• The rest of Ilocos Sur
• La Union
