MANILA, Philippines – Heavy rains intensified by the southwest monsoon, or habagat, have led to the suspension of government work and classes across Metro Manila and several neighboring provinces today, July 21, 2025.
Malacañang announced the suspension of work in government offices, effective 1 p.m., covering the National Capital Region, Cavite, Rizal, Batangas, Laguna, Bulacan, Pampanga, Zambales, and Bataan. Agencies vital for basic and health services, disaster response, and other essential operations are mandated to continue their functions. The decision for private companies regarding work suspension is left to their discretion.
Meanwhile, local government units and school administrations have independently declared “walang pasok” (no classes) at all levels in Metro Manila and various cities within the affected provinces, prioritizing the safety of students and educators.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) has issued a heavy rainfall warning, forecasting significant precipitation. Areas including Metro Manila, Zambales, Bataan, Pampanga, Bulacan, Cavite, Batangas, and Rizal are expected to receive 100 to 200 millimeters of rain until Tuesday noon. Pangasinan, Tarlac, and Occidental Mindoro are projected to experience 50 to 100 millimeters. Pagasa cautioned that mountainous and elevated areas could see even higher rainfall, potentially worsening impacts due to prior rainfall.
Adding to the concern, Pagasa is closely monitoring a low-pressure area (LPA) located 1,140 kilometers east of Southeastern Luzon as of 3 a.m. The weather bureau states the LPA has a “medium potential of developing into a tropical depression within the next 24 hours,” indicating a possible escalation of adverse weather conditions in the coming days.
