One arrested in Bulacan for online sexual exploitation of 5 minors

MANILA, PHILIPPINES – The National Bureau of Investigation (NBI) has arrested an individual in Marilao, Bulacan, for the online sexual exploitation of five minor children, including their own niece. The suspect, identified by the alias “TISAY,” was apprehended on August 13, 2025, following a collaborative investigation with the U.S. Homeland Security Investigation (HSI).
The operation, led by the NBI’s Violence Against Women and Children Division (NBI-VAWCD), was initiated after a referral from the HSI regarding Philippine phone numbers linked to online sexual abuse and exploitation of children (OSAEC). The HSI’s referral stemmed from the arrest of a U.S. citizen in Massachusetts for child exploitation crimes.
NBI-VAWCD’s investigation revealed that the suspect was involved in offering sexually explicit content featuring minors and sending child sexual abuse or exploitation materials (CSAEMs) to foreign pedophiles. A court-issued Warrant to Search, Seize, and Examine Computer Data (WSSECD) was executed at the suspect’s residence in Marilao, Bulacan, leading to the seizure of various electronic gadgets used in the illegal activities.
During the raid, NBI agents arrested the suspect and rescued five minor children. One of the victims was the suspect’s niece. The rescued children were turned over to the Marilao, Bulacan Municipal Social Welfare and Development Office (MSWDO) for care and support.
The suspect faces charges for violations of the Expanded Anti-Trafficking in Persons Act of 2022 (R.A. No. 9208 as amended by R.A. No. 11862), the Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Law (R.A. No. 11930), and the Anti-Child Abuse Law (R.A. No. 7610). The individual was presented for inquest proceedings following the arrest.
NBI Director Judge Jaime B. Santiago (Ret.) commended the NBI-VAWCD and its partner agencies, including the HSI, NBI-Digital Forensic Laboratory Division, NBI-Evidential Multimedia Division, CyberTIP IACAT Intelligence Agents, and social workers from the Marilao MSWDO, for their role in the successful operation and the rescue of the victims.
