MANILA, Philippines – General Nicolas Torre III formally assumed leadership of the Philippine National Police (PNP) on Monday, June 2, vowing to focus on three key pillars: swift and responsive public service, unity and morale within the police ranks, and accountability and modernization.

Torre, the first Philippine National Police Academy (PNPA) alumnus to lead the PNP, emphasized his commitment to institutionalizing a three-minute police response time in major urban centers nationwide, a program he successfully implemented as Quezon City Police District (QCPPD) director. He stressed the importance of unity within the police force and pledged to provide officers with the best training, leadership, support, and opportunities for growth.

Accountability and modernization are also key priorities for Torre, who aims to enhance investigative tools and adopt innovative technologies while upholding human rights. He stated that the number of arrests, with suspects apprehended alive, will be a “metrics” for promotion and placement of PNP officers. Torre also assured legal assistance for officers facing legal challenges in the performance of their duties.

Torre replaced Gen. Rommel Francisco Marbil and will serve as PNP chief for one year and nine months before reaching the mandatory retirement age in March 2027. He is known for successfully leading high-profile cases, including the arrests of Kingdom of Jesus Christ pastor Apollo Quiboloy and former president Rodrigo Duterte.
